It is a mystery to us as much as it is to you. I have my suspicions, but they have been neither confirmed nor denied...but when you arrive, the Glyphs are already present.
Seeing as they help keep you from the badlands, my assumption is that they are put there by a benevolent force. Primus, possibly, and he would know much more about your makeup than we would.
